Two things you can try...
#1. Isopropyl / rubbing alcohol full strength #2. A mixture of 10% bleach and 90% water. Use a small scrub brush to get into the pours of the vinyl and to help remove. Try in an inconspicuous area first for colorfastness. When complete be sure to rinse thoroughly and dry completely then treat with 303 or similar product to prevent drying out. Good Luck! Dan
