An island is a little town unto itself. Unless stray dogs were running around marauding and causing havoc whats the problem with the neighbor’s pooch (that you know) making a visit and wagging a hello?
An unknown pack running wild is a different story and speaks to callous owners.
I had a couple of hounds running loose on my property that we’re clearly escapees from their owner. They were running the woods (probably running deer) and properties and could not be approached and I was ready to put a quick end to their frolics with a bullet. I live in an extremely rural and private area so gun shots go un-noticed. They disappeared after a day or two and I didn’t have to take action.

Bottom line is this, the town of Tuftonboro has a leash law, it includes the islands of Tuftonboro which Cow island is part of, end of story.

I tried to find the ordinance on the Tuftonboro web site, but all I found was references to state RSA 366. I tried to call the Town Hall, but they had closed for the day.
The NH RSA refers to dogs running at large, but never uses the word "leash" A dog is not at large if it is accompanied by the owner or handler, or on its own property. There are several other details, one of which is that accompanied does not necessarily mean within sight of the owner. Another interesting detail is that a town seems not to be able to enforce the state law if it has not adopted its own parallel ordinance. I guess you have to call State Police or F & G. If there is a complaint and the officer has not seen the offense personally, the Town is required to make the name of the complainant public.
All this is not as simple as it appears to some on this Forum.

Here you go. You are correct regarding a leash. Click on town ordinances and go to page two/three. Dogs running without supervision is not allowed. So long story short the renters were in violation of this RSA which I incorrectly called a leash law, my bad. Hope this clears the air.

Thanks for the link. All good now. FWIW, my dog rarely is on a physical leash, although I carry one for the benefit of others. She routinely attends Town Council meetings, visits town hall, the PD and the FD and remains in the audience when I or my wife leave the audience to participate in the meeting. She is well known at many retail stores. You'd be amazed at how many stores have treats behind the counter. It's not just the FedEx/USPS/UPS guy.
