Without seeing the whole thing, I would say put the loop thru the U bolts on the back of the boat and clip the loop. It looks like plastic tubing to reduce rope chaffing.

I'd say you got it right. The main part of the harness is very thick, so it would require hooking the loop to divide the strain at the ends.

If one used the loop (only), a great deal of strain would be placed on that single polyethylene-line splice. The hook's attachment doesn't appear to be designed for taking all the strain, either.

I agree... This in my opinion is really not the best design I have seen... To be honest growing up we always had great luck with a harness like this:
