Good news for all, and boaters in particular, both the "Dockside Grille" and Hot Dog Bob's "Hot Dog Stand" are open on the Town docks. Even with the partial NWZ you still have to eat, and these are the two places to get a lunch, or a snack, or a night meal, or whatever. Hot Dog Bob has the BEST lemonade possible, and Italian Ice to go with the hot dog, and the "Grille" has wonderful ice cream in a gabillion (that would be a "1" followed by three miles of zeros) flavors A feast for all, and well worth it. Plus, in both places you are right in the middle of the dockside boating action.
