Default Licensed jet skies

Does an 18 year old, who has a driver’s license, have to pass a test before operating a Jet Ski need?

Yes. The driver's license is not required but a person who is 18 still has to have the safety-certificate which requires passing a test. See the post a little further down about penalties for not being certified. There are links and additional info of interest to you.
