When Misses Waves and I got married we asked that very question of the Paugus Bay Sporting Goods folks and were told to drop a line into the water at the Weirs where the Mount docks as soon as the Mount leaves on its trips.
Theory being that the prop wash stirs things up and the bass come in to feed on what's been kicked up off of the bottom. Dropping a line into the water near or under docks at around dusk is usually pretty successful as well. (dawn is wayyy too early for me!)
