Received the photo from a third party who was curious as to it's owner. That particular bird is owned by a development company out of Wayland MA.

Thanks Skip, now that I know it wasn't you, I'll say that the pilot should have been shut down by the authorities. There was plenty of law enforement on the ice both days, I'm sure they had his tail numbers, but must have decided they had better things to do.

Local police often don't know aviation regulations unless they're part of an aviation unit. They're more in tune with the laws they enforce every day. To ask for enforcement of FAR's one would have to contact the FAA. If several people complained about the same tail number it would probably help.
