Parking By Permit Only Cattle Landing Goodhue Lots Meredith

Just wondering what part of the lot at Goodue is the “lower lot”? I know there was a proposal last year or the year before to reconfigure that parking lot and expand - is that happening? Or is it just some part of the current lot that would be non-resident parking?

Lower lot is the paved lot by the water. Upper lot is the dirt lot half way down Livejoy Sands road. The lower lot is public the upper lot is permit only.
