If I remember correctly, the permit is issued to the person who pulled and signed for it. That is why it is best the homeowner signs the paperwork. The contractor can do all the leg work and bring papers back for homeowner to sign. Doing it that way you can change the contractor name on your permit and resubmit with out all the hassle. Again I'm not sure, but when doing renovations on my house I ran into the same problem and I did what I mentioned above.

I might suggest that its not such a terrible idea to wait until the spring to do the work anyway. One less winter to for the ice beat up the newly refurbished breakwater. It would be a shame to spend the money on the repair now just to have it crushed again this spring before you ever got the benefit of it.

The problem is last winter the ice tumbled over some very large rocks. There is no way now the the breakwater will work as designed and allow the ice to slide over the rocks and breakup off the back as its supposed to. The rocks now, if pushed by the ice, will destroy my dock. They were aware of this when a proposal was given and I accepted it. I was assured time and time again not to worry and they would be out there and that the work would be done at the end of October. Even at the beginning of November I contacted them again and was assured they were still coming. They never once tried to contact me by phone or email in the past 4 weeks to tell me they were never planning on coming out until I finally called them this morning. Now I am stuck and can only hope my entire dock system does not get destroyed as I have no place else to turn at this point. They really have put me in a terrible situation and the worse part is they don't care...

I like to recommend someone who does a good job and expose those who don't. If you're reporting facts, let the chips fall, etc.
