Default Apples and Oranges?

When I go to Dunkin's (I used to be a baker there in an other life) the person pours a coffee and hands me a bagle. That is not outstanding, just a job.

When I go to the marina for fuel, the dock attendant ( I believe that to be PC) watches me approach, fends me off (hazardous) grabs a line and makes me fast (hazardous). He/she then dilivers me a whole bunch of gas while, I hope, keeping an eye out for fire hazards and environmental concerns.

They do the paperwork and cast me off without damage.

While a tip is not necessary, if the dock boy/girl is attentive and professional then in my mind for the short money that they make a tip is not over the roof.
