Anyone who puts a swim raft where it obstructs naviagation, in the opinion of the Marine Patrol (or pick another arbiter) gets a warning and then a fine. No new law needed.

Couldn't agree more! The rule also states that swim rafts be no more than 150' from shore. The ONLY reason this law is even coming about is because the State smells blood... The blood of money!!
