Question Mooring issue heads to court?

I like to think I'm well-read on NH boating issues, but what is this about?

There's one hundred and eighty-eight folks who can't get a mooring permit?

And it's not "on" the Forum?
Is it state-wide?
Portsmouth-only?
PDA-only?
Rockingham County only?
After March 1st -- you can't apply for 2005?
Is it "Forever"?
Is this a badly-prepared article?
