Invisible dog fence

For people who have installed the wire type invisible fence how did you handle the waterfront? I am thinking I have 2 options since it needs to be a complete loop of wire in order to work. Run it in kind of a U-shape where I turn around at the waterfront or a few ft out and double back or just do a complete loop and let it sit on the bottom. That seems easier but I worry that by letting it sit on bottom it will end up getting hooked by passing fisherman. Not worried about dogs swimming out and around if I do the U as their not big swimmers. Its more for keeping them in yard.
