The cable and phone lines are usually fed power from a different source than the utilities. It's possible that the distribution point your cable company uses may still have power. Same reason why you might sometimes have electricity but your cable is out.
I can't tell you how many hours I have spent "babysitting" a downed wire during or after a storm on a fire truck. Sometimes we would sit there for the whole 24 hour shift waiting on the utility truck. I hated those days...don't miss it at all.
