From what you've shared here, you did the right thing.
NH has lots of freedoms, but there's still a Leash Law in NH, and as much as some people like to think it's nasty or not their business, there's also a law that says you must pick up after your pooch when he poo's.
Allowing dogs to run free, like you described here, is dangerous for the dogs and people. Period.
What if a child is bitten? Or what if you became sick from the dog bite? What if one of the dogs was hit by a car?
No, I think you did the right thing. Absolutely.
