I'm surprise of Emerson's comment that light weight are to fly 1,000 feet and above. I have not check the latest AIM, my AIM dated in the mid 70's shows no restrictions for 'sport' or 'hobby' aircrafts.
According to the article in your link, Ms Bergen from the FAA states that the aircraft was not an ultralight, but an aircraft made by Zevo, I believe.
