What I know, which isn't a lot, was that when they realized what the upgrades to the public dock where going to cost Them ("The Dive").... THey realized the ROI, wasn't going to be there....
To my understanding the town was agreeable to them using the public dock, but
the DIVE was going to have to finance the agreed upon improvments needed.....Like everything else in the DIVE past, they didn't seem to have clue as to what those improvements where going to cost them, and when they found out argued with the town over who should be responsible for paying for what.....
