I assume you're looking at buying a lot/building on one of the major islands, with other residents as well, as opposed to one of the small one-house islands. As far as I know, the only major island without electricity is Diamond Island. Reason being - the residents don't want it. My info may be somewhat to of date, but any local realtor should have that info.
