Other than legal intervention for the unsafe/illegal activity, there's not much you can do other than alert the owner so they can (attempt to) avoid a repeat.
Were I the owner, I would absolutely want to know--especially seeing that I'd shown enough respect/concern to connect with my neighbor before moving ahead with renting.
