The Canon 400mm f/5.6 is not an IS lens, so there is no image stablization. Assuming you are shooting with a Canon digital body with a 1.6 image factor, the the 400mm is like a 640mm on a standard 35mm body. The image is so clear for a hand held shot.

Back to the subject, there are definately Peregrine falcons around the lake. I have seen two in the last five years close to the Weirs. No idea if they are breeding, they might just be visitors on vacation.
