My error, sorry. For others who are confused (as I was), YouTube is not the same as YouTube TV.
The basic YouTube is free on Roku devices. YouTube TV is not free.
I "think" (but am not sure) that the dispute impacted both YouTube and YouTube TV on Roku. Quote from Ars Techinca: "Roku and Google have arrived at a multi-year deal that will keep the
YouTube and YouTube TV apps available on Roku's devices."
