I think you're seeing this from the automotive industry. The last administration relaxed emission and fuel consumption standards but the Automotive industry kept moving forward with low and no emission vehicles. And now the push is on towards full EV production. I would say that's driving the bus, the truck, the car, and eventually the boat! .
As far as wind and solar I think that will take some government intervention because the infrastructure improvements can't move forward without it.
We will need future administrations with forward thinking to get it done because it will take many years to complete.
