Blinding people with docking lights AT NIGHT indicates to me, that some skippers have ruined
their own night vision with
their own GPS—then proceed the night vision of other boaters.
Where are the "Safe Boaters" with a vision-test requirement—especially for the 2% of boaters born with
nyctalopia?
