They can most likely wade around just about anywhere (well you know what I mean) just not on a beach. I bring my dog (association) to a boat launch area and when nobody is there I let him in. If someone comes with a boat I get him outta the way and there's no problem. Not sure if your looking for more than this. Nobody anywhere will let you hang around for hours with your dogs at your side on any beach. Not sure I'd go looking for waterfront for that reason but to each his own.
