Not to be "that" guy....
My advice is to get a lawyer! He can best advise of what the HOA can/cannot do when it comes to the moorings. Including taking possession of the hardware!
It might be legally possible to increase the number of moorings... probably get a good answer from Watermark or one of the other reputable marine construction companies.
