I will agree that the parking in front can be a little tricky, though I have never had a big problem with it as long as you are attentive and aware of traffic. But the store/owners would not be liable because the town has permitted the parking area in front, it isn't their fault that the driver didn't look before backing out. If you back out into traffic slowly it really isn't difficult to see up the street for oncoming traffic.
