For most boats, the steering wheel does very little if the propeller isn't turning. Try turning the wheel to the desired position, Put it in gear for 1-2 seconds and come out of gear. Correct the wheel and repeat.
You can tell when the steering wheel is straight ahead by wrapping a piece of tape at top or bottom. Because the steering wheel is straight, does not mean your rudder or outdrive is straight, hence "rudder angle" not steering wheel indicator.
