Yes, EZPass is now operational for the whole east coast (I went to NC with one this spring) NH was the last of the link.
They do ask that a transponder be registered with a certain car. But my experience says they really don't track this as long as the toll is paid and the transponder remains with the original owner, or more importantly, the original owner continues to pay the bills without complaint.
