Twenty years ago, my gutter-installer was surprised when I asked that there be no downspouts installed with my new vinyl gutters.
To clean out the debris, I connected a few 1" PVC pipe sections together and, with a pair of PVC "elbows" at the gutter end, used it to push the debris out the end that
lacked the downspout. This is done from the ground:
no getting up on the roof.

Vinyl gutters have no exposed braces to block this cleaning method).
Every once in a while, we'll get a rainstorm that cleans the gutters all at once—automatically!
There are
gutter protectors on the Internet that are half-priced compared to identical mail-ordered gutter protectors.
