Since you are talking about the town docks did she call town hall? What department? What phone number did your mother-in-law use and who did she talk to?
I would use that service on a sunny summer weekend if there is such call ahead docking. I can almost see the boaters waiting for a space looking at the empty space your mom-in-law reserved. In my dreams I can see it happen (and it's not pretty
