I believe that toot you refer to, would be caused by the family on Echo Point in the Tan colored home that comes out to the deck and waves the flag as the Mount Passes. There is also an older couple on the opposite side of the bay a little further down that live in a Red House that wave from the porch. The toot as you call it is also referred to as the Friendly Whistle, Not to be confused with a blast of the Ships Horn, which is for signal purposes!
