I agree with your overall assessment, but I also think that from what I am hearing the three stooges would do a much better job!
On a serious note, this is complete governmental inefficiency, wasteful government at its worst. I hope that, in the interest of tax and toll payers, they can find a way to make things much more efficient. This is completely nuts!
