The official temp at the airport was below freezing for 3 hours and the same was measured at the Weirs Cam weather station. It was most likely colder a bit above the surface of the water

...and I rechecked my reading and had remembered it incorrectly. It actually had a reading of 35.2. So it isn't unresonable to assume a few degrees lower down at the water level.
