Am I saying I agree? no, I also walked home in a lot of snow, now more kids seem to take the bus, I might be wrong with that, I don't have stats. But I do know that it's more drop off at the house now rather than one bus stop per neighborhood. So the bus stops every 50 feet in some areas.
When I was a kid I had to walk to and from school 6 miles up hill even in the snow, both ways.
