That doesn't really matter much.
NH is simply looking at the numbers.
The number of tourists does not always directly equate to tax revenue in the account.

You could come with a ton of family and friends to your summer home or campground, boat all week/etc... and never once pay the 8.5 percent into the coffers.

Some businesses may make out and see a profit that would get taxed, but not necessarily.
