This is such a lose-lose situation, as if it's sold to a developer for 10 luxury properties, there will/should be a lower impact to the lake as a whole, but then a huge parcel of land is lost by many to the few.
On the other hand, if it's developed in a way to give "average" people access, the number of homes necessary to make that financially feasible would most likely have a huge impact on the area and lake.
The best way forward, it seems, is for profit to come second and the original deed's intentions to come first.
