To answer directly the larger (more pixels) the picture is, the larger the file size will be
all other things being equal. What's not equal is that you can compress the picture when saving it as a JPEG file so it takes up less disk space. Big (many pixels) pics heavily compressed can be smaller (less MB) that a smaller (less pixels) pic that has little compression. The tradeoff is that high compression can lead to loss of detail and an introduction of artifacts. You have to decide on a picture by picture basis as what is acceptable to you. As for changing either the file size and/or compression ratio - the above posts list some of the many programs that can be used to do both.
Listed in order, what I do is crop the picture first then resize it (change the number of pixels) and then adjust the JPEG compression to shrink the file size.
