The WRBP built a system that collected affluent (emphasis added) and using pumping stations carried it to a new wastewater treatment plant in Franklin. Maybe because of the WRBP water quality is better now than in the old days. Although, the knee jerk reaction is water quality is so much worse now. Maybe not. Also, septic systems are probably much better now.
