I got the application, and registered at the Moultonborough Town Hall.

Renewals do not require a new application if there are no changes.

The best reason to register is to comply with the law. You will certainly be sued if there is an incident at your dock. Why not comply with the law for $.50 per circulator to avoid another potential legal issue?
