Maybe there should be a device connected to the ignition that asks for the problematic driver's cell phone number, texts it to ask for confirmation, then disables the phone in order to enable the ignition switch. Ignition switched off re-enables the cell phone. I suppose a buddy could enter his phone number so the driver could text while driving, but at least there might be another pair of eyes on the road instead of on a tiny screen. Another idea might be to have a device in the car that mimics a cell phone tower and tells the phone "no service" or jambs the link until the ignition switch is off.
