I think you're way overthinking this. Anybody who has a suitable property is able to handle most of this. The rest? That's what wedding planners do.
We had a reception at our camp for my daughter's wedding, with over 100 people and enough large boats to transport everybody plus the caterer and staff. No permits, no cops, no trouble with the septic, no porta-potties. Lots and lots of fun.
