Bizer only reports names taken from a generally accepted public record, and then only if the name has some navigational significance to it.

Whether that rock's name has any navigational significance is debatable. However, as I said in my 2011 post, as quoted by Rich, I have never seen it referred to as Nipple Rock other than Duncan's chart. Does anyone have a cite for public use? Bizer never copied anything from any copyrighted document. For example, Kinneho Island lies just north of Welch Island. Duncan has always called it Kineo Island. Maybe it was an intentional error on Duncan's part to see if someone would copy their map.
Also, Bizer doesn't want to put anything controversial on the map. Of all the complaints received about Bizer's omission, 100% have come from men. Ladies, how do you feel on the subject?
I also want to note: That 2011 post showed Duncan that their position of that rock was in error by 600 feet. That's over 1/10th mile. They corrected their map in later editions based on Bizer's post.
