If by hand rails you mean the side rails of the ladder by all means get a 2 rail ladder unless you will be boarding with swim fins. The side rails will prevent the users feet from slipping of as the boat rocks. The wider separation of the mounting points of a 2 rail ladder will provide for a much stronger installation.
You may find some useful information under "Ladder Installation" in the boating section of this forum. Consider hand rails above the platform to aid in the transition from the ladder to the platform, which might be what you were asking about in the first place. Sorry if I misunderstood your concerns.
