As you may know, I believe that New Hampshire is the one and only state that does not require seat belts to be worn in a car driven by a someone 18 and older. The State of NH loses several million dollars every year in federal funds for the NH-DOT or something because of this lack of a mandatory seat belt law.

That last sentence, can you provide a link backing that up? Thanks.
