Most all of the direct pellet vents that I have seen have a "turn down" of some sort and yes, I would be worried about a driving rain getting in there. I can't really tell but it looks like there may be a screw on top and one on the bottom to possibly swivel it? Not saying anything is wrong either...just an observation.
