possible reasons for shortages
Sometimes food shortages are due to a mistake in the vendor delivering or a change in the delivery schedule. I am sure that some establishments try to run to the store and stock any shorts in their delivery but depending on when it arrives or when the shorts are noticed, then it may be too late to run out. Understandably disappointing but sometimes unavoidable.
