I believe the town of New Hampton really and truly wants to keep the small town feel about it. There is a Mayberry RFD feel about this town, and for them to go from thinking like the 60's to 2011 is just alittle to much for the town. Its been like this for 21 years that I have lived here, small town feel with small town politics.
When the present administration finally finishes its role, maybe another 10 years or so, and newer faces become the norm, that is when you might see some changes in New Hampton. Personally, I love it this way but nothing can stand the test of time. Its hard to get approval for new businesses if the town doesn't want to change. IMHO that is what is going on with exit 23.
