cant they slow water down at the dam?
if the levels are low, and being that the lake is mostly spring fed, cant they just slow down outgoing water at the dam and let the level rise?

You have to go out on a limb sometimes, cause that is where the fruit is. You can't get to the fruit from that nice safe spot, clinging to the trunk of the tree......
