What violations are occurring? If someone is breaking an existing laws, wouldn't it be better just to enforce those laws, or are you saying you want to ban an entire group for the actions of a few?

I wanted to add that while there are PWCs owners who are jerks and don't abide by the existing laws, there are also boaters who do the same thing. I'm sure any of us who have been boating for more...
