...... saving five!
....and don't forget ...... by going to the walk-in window at the new MP-Hdqtrs in Gilford ......you save five dollars off on your annual boat registration fee as opposed to what you pay at your local marina, or local town hall ...because there's no local service charge at the Marine Patrol. I believe the lowest price for an annual boat registration ....... say, for a 12' sailboat without a motor, is $39 ...... so it would cost $39, as opposed to $44 at a local marina, or local town hall, and the entire $39 goes to the Marine Patrol without getting split with the local town.
http://www.laconiadailysun.com/newsx...rine-patrol-hq Plus, you get to see what this new 10.7-million dollar Marine Patrol Hdqtrs will look like! Or, try googling: "A night on Winnipesaukee with the Marine Patrol" .... Concord Monitor; July 21, 2013. |
Left Out
Less, you forgot to mention that the wear and tear and gasoline in your car driving to register your boat would exceed the $5 savings. Perhaps you should have mentioned that in order to enjoy 100% of the savings you would need to walk to Marine Patrol HQ to register your boat.
Maybe WalMart will put in a discount boat registration counter! PS. There are no sidewalks on Route 11. |
..... the wind is free!
Ok ....... well, how about getting there to the MP-HQ to re-register my boats, saving $5/boat off the local price ..... and getting there on my C&L Echo, an 11'11" sailboat, not including the rudder .....it does not need to get registered ...... and the wind is free.....and more likely to be windy now...thanks to the global warming!
|
Where does my money go?
I like that when I register with a matina or town, the town gets some money to maintain public docks, fireboats, launch ramps, etc.
|
I can't wait until . . .
it's done. 7:30 a.m. to 5:00 p.m. and even some nights and Saturday's are already getting old. With the amount of aggregate and huge rock removal that's been done, I'd be surprised if it was really 'sinking'.
And how much are they paying (1) person to collect fees that can be done elsewhere? My apologies, I forgot it's about job creation. |

The Marine Patrol has only approved three days outside of a typical workweek for the project since its start. The Friday after Thanksgiving which is not a day off for many, and two Saturdays for the placement of concrete forms (no heavy construction equipment except form trucks). On two occasions heavy equipment excavators and a crane were delivered on a Saturday but no construction activity was allowed. To the best of my knowledge, aside from water pumps running after hours, no construction activity has gone beyond allowable hours. FYI, Marine Patrol must approve construction work outside of normal hours. The Marine Patrol and its Construction Manager, Harvey Construction, have made it clear to our neighbors, island residents, and the Town of Gilford, we intend to have as little impact on them as possible during this project. We have had regular communication with those concerned, monitored dust and debris around vehicles and boats, and maintained safe access to town property. However, from your post it sounds like we are not hearing from everyone. If you have experienced construction at night or anything beyond what was described above, I would appreciate hearing from you. 603-293-2037. Thank you! Safe Boating!! Tim Dunleavy Captain-Marine Patrol |
Nice touch Captain - to chime in !
And shows other (newer) Forum members that the Marine Patrol actually is watching this forum and takes comments to heart ! . |
We were taking a look today after lunch at the Lyon's Den just as Capt Dunleavy arrived to take a look himself. He took the time to give us an update and said to call him should we ever have any questions. Last summer he gave the Gilford Island Assoc a detailed briefing on the project which was much appreciated.
Looks like the concrete work is done including the deep footings/walls for the waterfront and covered docking. Steel work to start in about 3 weeks. |
What happen to Altons F&G boat ramp
The purchase of the Downing boat ramp and renovation must be being postponed for a good length of time do to construction of the other new facility. How correct am I???
|
Different Departments
Respectfully you are not correct at all. The Fish & Game Dept. purchased Downing's Landing and will some day renovate I'm sure. Keep in mind that project will be funded by the $5 "public access" portion of your POWER boat registration fees along with some federal funds. Because the primary project on the public access agenda is the state launch on Lake Sunapee...I don't see a lot happening in Alton too soon. Although it may not be complete, Alton is serving the public in its current state.
The Marine Patrol project falls under the Dept. of Safety. It is a capital budget project with bond payments coming from Marine Patrol's operating budget. Different agencies, budgets, and funding. |
Sunapee should be there priority, It's awful.

Well, someone is lying to you. Yes, two (I recall three) Saturday's construction was happening. I live directly across the way, I don't imagine these things. Maybe next time I will record it.
And the Friday after Thanksgiving is not a day off for many? This is why all our seasonal neighbors were up that weekend. And in the 30 years I have been in the corporate world, Friday's usually are. Urinating into the wind here, so have a great day! And enjoy your new office. p.s. Is that annoying blue strobe going to be a constant? Quote:

Allegedly the Rte 106 office is closing...
When I stopped in to get the boat reg and the mooring permit a couple weeks ago, I said to the lady, "see you next year", as I was leaving. She replied, "you won't see us here...this office is closing and going to the new building"

..... follow the money?
Wow ..... looks like the State of New Hampshire has a hit a grand slam home run with this new MP-HQ ...... and to top it off .....you get to save five bucks off the price of your boat registration as well..... when you go to the walk-in service window at the new MP-HQ.
Go to your local town hall, or local marina, and you pay a five dollar service charge which is not charged by the Marine Patrol ...... so's what a steal of a deal .....a brand new building with a walk-in service window ....that saves you five!!! For me it seems like the difference between $44 and 39-dollars. Five bucks; that's like two complete lunches at the McDonald's value menu ...... omg! Register via your town clerk or a marina, and the money gets split between the town and the state. Register with the Marine Patrol, and all the money goes to the State of New Hampshire, and not to your town. Do not know if the money goes into the general fund, or into the Marine Patrol, or what ... but, like who really cares? |

However another thread did talk about the buildings at Downings Landing being taken down. They are now gone, your old shop only a memory. http://www.winnipesaukee.com/forums/...wnings+landing The pavilion burned several years ago and has been rebuilt, now condos and some small shops. |
...... the five dollar window!
Such a useful design ........ will be in use for a hundred years or longer..... hey ...... maybe they can name the walk-in service window the 'five dollar window' because it saves you five dollars off your boat registration fee from what you pay at your town clerk or local marina?

Coverage area
Now this group covers from NewJersey north right ? Tell me this is for more then just New Hampshire !
Hold on , this also houses the casino you all wanted at the weirs ! Actually this would have improved the weirs dramatically , perhaps next winter they can move the building their . |

I am sorry. Spend, spend , spend $$ Do respect the Marine Patrol and their thankless "at times job" and all the part timers - teachers , retired folks and young folks that want to work for them.
This building looks bigger then the US Coast Station New Castle New Hampshire. I hear the State trooper just got a new barracks there too.. However Is a $10 Million building really necessary on the Lake? I guess someone pushed it through! Federal Monies and or state monies or both? Must have a nice holding pen or jail in it, education center etc.. to much just IMO. This reminds me of my hometown of Stratham in 2006 the town voted in (close vote) a 7 million dollar fire station to this day with its 8 full double stalls front and back only 2 or 3 are occupied. At the least the building has a water view.. |
I think that $10m is short money personally when you consider this is a long overdue STATE HEADQUARTER facility. This new facility (to my understanding) will have offices, training center & classrooms for Boater Ed and other purposes, holding cell(s) as well as Statewide dispatch center in addition to servicing the entire State of NH's Marine fleet.
When you look at this facility from the water, you get a different perspective. At least half (perhaps more) of the physical size of the building is "high bay" construction for boat storage and maintenance. . |

And you live next to it 5/6 days a week 8 hours a day of it constantly going off. At times there are two or three. Oh, weekends too even though they state they don't do construction then. Model neighbors, indeed. |

A small price to pay
Years ago before these safety interventions a flagger was run over and killed while the New London/Sunapee sewer pipeline project was being installed. The alarm noise is a small price to pay in order to keep construction workers safe!
I am sure anyone on the construction site would rather not hear it either! |
There's a better way
My car beeps to me when anything gets within 8'-10' when my car is in reverse. Just put the same sensors on equipment and make the beep loud and external. That will also keep the equipment from backing into things....maybe even add a backup camera. Cheap add-ons for what is very expensive equipment. Calmer nerves, quieter construction sites, etc. etc. etc. Do I have to invent everything? ;)
|
Any better solution to beepers?
While injury to someone in the path of a machine backing up certainly is something to be avoided, I have to wonder about long-term effectiveness of those hated beepers. After a worker on the site hears that loud repetitive beeping, does he tend to tune it out and just revert to normal attentiveness to the machine and what it is doing? Also, does the machine operator tend to assume that the beeping is a guarantee that the path behind is clear and just back up at will? That would be a threat to anyone who hears the beeping but can't get out of the way quickly enough. There aren't any guarantees.
I also have to wonder about whether there might be more effective solutions than typical government-imposed, one-size-fits-all legislation. I imagine the health care insurance companies that have to cough up when someone is injured on the job would be interested. I suspect the liability insurance companies don't care much, if at all, given that meeting legal compliance with the beeper regulation lets them off the hook. Any thoughts as to might be better for all? Edit: Orion beat me to responding by four minutes, with some good ideas. |

Is the MP boat on the left new? Seen the big one in the middle, which seems to rarely leave the dock. Anyone know why they have the larger boats, since they seem to use them very sparingly?

As a lifetime boater on Winnipesaukee, I am impressed and proud of the building and glad the state erected a building worthy of being on the shore of our greatest natural resource. Sure as hell beats their crumbling concrete building and the Quonset hut that was Glendale Marine (no offense to the staff of either building). |

I am curious as to why you didn't include the rest of the lake in you assessment as the Marine Patrol supports the entire lake. For example, how is the economy in Meridith, Wolfeboro, Alton...etc. Basically what is your issue? Is it where the marine patrol building is being built? Should it have been built in Meridith or Wolfeboro? Is it the cost of the building? Is it the fact that they are building a new building at all? |
Nice Building
I am not a fan of the government building oversized monuments to themselves(my experience in many Massachusetts towns). That said, the old MP building really had become obsolete and needed to be replaced. The new building is, IMHO, nicely done and blends in very well. The MP needed a new facility and I'm glad it shaped up the way it has.

The architecture of the new Marine Patrol building belongs on Cape Cod, or somewhere else on the ocean. It does not fit the lake's Adirondack style, in my opinion.
A design similar to the Meredith Bay Condos or the Lake House in Meredith would have looked and fit in much better. |
Quote:
|
To some extent I have to agree with Seaplane Pilot.
I think the building is gorgeous, rather resort-looking. That being said, it does look a bit more "coastal" in design. I think a nice large Adirondack lodge look would have been more fitting. Not sure about the other posters post about the area being depressed...The lake is busy, marinas are full, restaurants are packed, and good luck trying to find a rental on the water these days...Everything is booked up. |
Believe this new MP-HQ building will be named in honor of the late David Barrett, MP-commander, and the colors blue, white, and gray seems very appropriate for a Winnipesaukee waterfront, state government building that will likely be in use for many, many, many years.
And don't forget, you save five bucks off the price of your boat registration when you go to the 'five dollar window' in the new MP-HQ as opposed to going to a local marina, or local town hall. Maybe install a permanent sign outside the new MP building ...... "We do registrations for less .... Save 5-bucks!" |
Looks like any number of McMansions around the lake (for good or for bad), so I guess it 'fits in'.

My observation is that the color blue is for water (or maybe their police function), the grey is the color of the patrol boats with white representing the clouds over the water. Only my opinion but I think it does fit. Also remember they are not only replacing the 2 poor condition structures that were on this site. They are also replacing the large building on Rt 106 in Belmot so everything will now be in one location. |
This is pathetic
Everyone is offering opinions on the Design of the building. HOW About the COST of the building..?? The town OR the state already owns the land. :look:
THAT building in my opinion is maybe..maybe..... a ONE Million dollar building. I think someone mentioned it cost 11 Million. WHAT Am am I missing.  NB |

You can barely buy a 2000 sq ft home on shore for a million, do you really think that a building of that size and magnitude which includes the purchase of the land and adjacent Glendale Marina is only worth 1 million? Seriously?? The purchase of the adjacent land and nearly falling down Marina building alone was way more than 1 million. The contract for the site work alone would be more than a million! You would be lucky to build a Fotomat these days for a million... Dan |
Specialty stuff
Good response Ishoot308. You need a special structure to move boats around indoors, perhaps a pressurized paint room, mechanics shop, lifts / marine railway. Can't guess what the State Police operation will need, but I expect they'll have some functions in this building.
The bid specs are public information for anybody who cares to inquire. |

...... local zoning rules
The new MP building is a super-duper design for what it is, a state government home and headquarters for the MP.
What is not so nice is the helter skelter layout of the property lots in the immediate area. For this mish mash mess of 'no town planning' the reason is there were basically no ZONING rules in Gilford until approximately 1985. Zoning rules did not exist here until it was too late, and the results are there to see. Zoning turned out to be a solution, and not a problem, except it came too late to Gilford. |
I stand corrected. I had no idea that a marine business was bought to make more room for this complex. I assumed the property was already owned by the state or town. My Bad. NB

http://laconiadailysun.com/index.php...rine-patrol-hq
This may have already been posted, but the above link gives details on the true project scope. The facility is 32k+sqft. Lots of class A office space and a complete maintenance facility with indoor crane, reconfigured drive in docking, etc. The intangibles such as stormwater management, expanded parking, etc that one doesn't think of really jump the price as well. |
I like the design of the building. I was wondering if there was a floor plan? Any pictures of the interior?

..... the five dollar window!
And, such a deal, you save five dollars, the five dollar service fee, off the price of your boat registration, compared to what you pay at your local town hall, or local marina, when you process the paper work at this new MP-HQ.
Just park your car in a designated MP visitor parking space, walk in to their walk-in service window, and check out the new 10-million dollar building .... gimme five! ....what a deal! The new MP-HQ treats you like a champion, or something!:D Who knows .....maybe they can also raise some additional revenue by selling MP refrigerator magnets, MP bumper stickers, and MP coffee mugs....like, why k-not! ..... with pictures of different patrol boats and such? ...... people could spend the five they just saved on a small oval, bumper sticker pictured, patrol launch, or a coffee mug! And besides, purchasing an MP coffee mug or frig magnet, helps support the MP, and is a motivator to go there to register your boat. I want a coffee mug with a picture of a MP patrol boat on it.......!!! |
Thank you
All of New Hampshire should be proud of this new facility. With so many government dollars wasted on non-performing projects, this was a long time coming. As far as I am concerned the men and woman who protect and serve us on a daily basis are under paid and at least deserve a great facility to work in. I would be proud to show my friends who visit this state the building and the dedication New Hampshire puts into it's state! Congrats on a job well done!
|
I agree with the sentiment on the first responders but I do get a little queasy when a government building Is the nicest in an area. A little Stalinesque. My dumb question is, Can the public launch and park there? I assume the answer is yes. It is a spectacular building.
|
Quote:
Lots of other launch sites in the area however...West Alton marina, Silver sands Marina, Fays, to name just a few... Dan |
About maybe two years ago, the NH Fish & Game purchased the smallish Downing's Landing for 1-million dollars, located at the very southern most tip of Alton Bay which is the southern most point of Lake Winnipesaukee, and have made it a free to use, boat launch and trailer parking spot ...... free to anyone .... free to park .... free to launch.....no attendant is present. Understand the ramp dock is still very wobbly....and the parking lot gets filled up early and fast. Not sure about the launch ramp's, under water condition?
At the Gilford town docks, immediately close to the new MP-HQ building.....you need a Gilford town sticker (residents and property tax payers) to launch a boat or park your car. The MP-HQ does have a small number of designated visitor parking spots, close to the new building, for someone going inside to register a boat with the state....plus the MP charges five dollars less for your boat registration than at a local town hall, or local marina...... known locally as the 'Gimme Five Window!' |
More revenue ideas!
Look at those waterfront decks! Man, they should open a bar & restaurant there, with tables and umbrellas out on that nice deck. The State is already in the liquor business, so licensing would be a no-brainer. Dock space available at MP, as well as Glendale docks.
Seems like a win-win to me. And like FLL said, you can register your boat there as well. |

So's, if the Town of Gilford decides to raise its price on the metered sewerage that comes out the new MP-HQ building, then the State of NH can raise it price on the water released by the Lakeport Dam that's used to process the sewerage at the Franklin sewerage processing facility.
One hand washes the other ...... or something like that? |

Someone correct if I am wrong but...I thought that the previous Head of Marine patrol David Barrett, had the insight for the need of a new building in the near future and requested from the state and had imposed a small fee on all NH boat registrations. This fee over the years eventually added up and nearly covered the cost of the new building. Unfortunately this money was put into the "general" fund where it was raided and spent by our current Governor.
So is it true that Mr Barrett did in fact raise the funds for the new building so as not to hit the people of NH with an added tax burden?? Was this money placed in the General fund and then raided?? Thanks; Dan |
Law change raided the fund!
Dave Barrett had over $3 million saved in the non-lapsing Navigation Safety Fund after saving for many years. Under house speaker Bill O'Brien the legislature passed a law making the fund lapsing, and moved the balance into the general fund.
Two years later the legislature reversed the actions of the previous and the Navigation Safety Fund is again non-lapsing. It will be the source for bond payments for the new building. Therefore, payments come from boat registration money only. No "tax payers" (unless they register a boat) are affected by the building. Link to law change below: http://www.gencourt.state.nh.us/legi...11/HB0002.html |
Quote:
The building was badly needed and well deserved. For heaven sake the old one was sinking in the water and in need of much structural repair. The new building is a welcome addition to the area! Thank you Director Barrett and may you Rest In Peace! Dan |
